Biography

Attorney Charles Edward Walker, Jr. was born on May 1, 1951, in Anchorage, Alaska. He earned his B.A. in Political Science from the University of California, Santa Barbara (1973), a B.S. from the London School of Economics (1977), and his J.D. from Boston College Law School (1978). Walker began his professional career as an English teacher before entering law, serving as an attorney for the U.S. Department of Agriculture’s Office of General Counsel, then as a law clerk for the Honourable James Lynch at the Boston Superior Court, and subsequently for the Honourable Frederick L. Brown — the first African American to serve on the U.S. Court of Appeals in Massachusetts — at the Massachusetts Court of Appeals. He then served as a teaching fellow at Suffolk University Law School’s Council on Legal Education Opportunity and as an instructor at the University of Massachusetts, before joining the Commonwealth of Massachusetts as Assistant Attorney General under Attorney General Francis X. Bellotti, where he defended state agencies and officials across state and federal trial and appellate courts. After a brief stint as assistant professor at the New England School of Law, Walker served a six-year tenure as Chairman of the Massachusetts Commission Against Discrimination (MCAD), concluding in 1998. He subsequently served as an Administrative Judge with the Commonwealth’s Department of Industrial Accidents, completing a four-year term in September 2004. His achievements have been recognised with Massachusetts Lawyers Weekly’s “Top Ten Lawyers of the Year” award (1997) and the 75th Anniversary Distinguished Alumnus Award from Boston College Law School’s Alumni Association.
